Today, the majority of developments require off-site highway works to provide access to the existing
highway network and mitigate the impact of development traffic. Depending on the size and nature of
the development, off-site highway works may be limited to minor junction improvements and the
provision of an appropriate access. However, on large developments, the number of highway
improvements required to mitigate the effects of additional traffic on the local highway infrastructure may
be considerable.
Off-site highway works require a Section 278 Agreement to be signed between the Developer and
Highway Authority to gain permission to work on the public highway. Glanville has extensive experience
in negotiating cost-effective works for inclusion in Section 278 Agreements, will assist Solicitors in
drafting technical sections of the legal agreement and can advise on the possible risks.

Our Engineers employ specialist computer software packages to model the performance of a wide range
of junction types and provide essential feedback and support as part of the highway design process.
Available software packages include ARCADY, PICADY, LINSIG, and TRANSYT.
At the detailed design stage, our experienced Highway Engineers put ground modelling and highway
alignment software to efficient use in completing designs and drawings in accordance with current design
standards and to the approval of the local Highway Authority. Many of our Highway Engineers have
worked previously for Local Authorities and, therefore, not only understand current design standards, but
also have an excellent understanding of the motivations of Local Authority Engineers. This has often
proved a strong asset during negotiations.
